Would Bush have been less of a disaster if Republicans hadn't given him high approval ratings the whole time?

If Republicans had been savvy and educated enough to know that Bush was not a Republican any more than Obama is a Democrat, he wouldn't have been Pres. Bush and all the Neocons are Imperialists, who lie and cheat and even kill to push forward their agenda.
