Do thoughts and the thoughts that control thoughts come form the same place in the mind?

i thinks that all thoughts could be controled by the will, and mind (uncertain whether mind/soul could be the same thing) is the origin of the will. without a healthy mind, we get an ill will and random thoughts flouting. But, we still need a mind to have a thought.
