Define a "lie"?

He knew that the Niger / Yellowcake story was a lie. It wasn't that "it might be true", it wasn't "I think it's true", it was "everyone who knows ANYTHING about Niger and/or Yellowcake says it's not true, but it sounds scary so I'll say it in the State of the Union which will DECEIVE the American public into doing what I want".
