How long does it take to receive a duplicate title in NY?

I lost the title to my car so I ordered a duplicate on to be sent to me in Syracuse, New York. I made that request on November the 14th and to day is December the 19th and i still havent recieved it. I called the dmv office and they ordered another for me on December the 3rd and I still havent received it. How long would it take?
