How to clean smelly fridge when bowls of soda and vinegar, does not work..?

Power was off about 3 weeks. Meat juice and icecream leaked out the bottom. Had flies and maggots in freezer. Cleaned with bleach, but smell is back. Also smell is worse when it cycles. Concerned about icemaker.
